Barbara Whitehorn is Chief Financial Officer and Director of Finance and Management Services for the City of Asheville, North Carolina. As CFO, Barbara leads Management and Budget, Accounting and Treasury, Audit Services, Purchasing, Risk Management, and Strategic Planning and Performance. 

Barbara holds an MBA from the University of Texas at Dallas and a BA in the History of Art from Bryn Mawr College in Pennsylvania. Between her undergraduate and graduate degrees, Barbara worked in food service as a short order cook, caterer and baker. After completing her MBA, she worked in tax and healthcare financial management. She gained not-for-profit experience with the Dallas Chapter of the American Red Cross and finally found her calling in government finance working for the Cities of Corinth and Arlington, Texas. Barbara is a Certified Treasury Professional with the Association for Financial Professionals. She currently serves as a member of the GFOA Committee on Retirement and Benefits Administration and an an officer of the Women’s Public Finance Network.
