This year we are pleased to have David Unkovic, municipal bond lawyer practicing with McNees, Wallace and Nurick in Lancaster, PA. In his 30 years of practice, he has served as bond counsel to all sizes of governmental entities, including state agencies, townships, boroughs, cities, school districts, counties and authorities. Mr. Unkovic has the unique experience to have counseled distressed municipalities, notably serving as the state-appointed receiver for the City of Harrisburg, PA. We welcome his remarks which will speak directly to the 109th annual conference theme “Innovation and Resilience”

Winter Meeting of the Black Caucus
December 11, 2014
Ms. Harlita Robinson, Chair of the Government Finance Officers Association’s (GFOA) Black Caucus, welcomed all participants and called the meeting to order at 12:15 pm on Thursday, December 11, 2014. Ms. Robinson recognized Mr. Bob Eichem, Ms. Heather Johnston, and Mr. Tim Firestine (President, President-Elect, and Past President of the GFOA), who thanked the Black Caucus members for their active participation in the GFOA and for attending the winter meeting. She also recognized GFOA Executive Director, Mr. Jeff Esser, and staff liaison, Ms. Barrie Tabin Berger.
A motion was made to approve the minutes from the May 2014 meeting of the Black Caucus, which was held in Minneapolis, Minnesota. The motion passed and the minutes were approved.
Ms. Harlita Robinson introduced the meeting’s speaker: GFOA’s President, Bob Eichem, who is also the Chief Financial Officer in Boulder, Colorado. Mr. Eichem spent the rest of the meeting sharing his experiences on the implications the legalization of marijuana have had in Colorado, and specifically, the impact this change has had on the finance function. He spoke of the problems resulting from all transactions having to take place in “cash,” and what this has meant for both the city and businesses alike, as well the public safety concerns that have arisen. Mr. Eichem also spoke of the differences between recreational facilities and medicinal facilities, and what those differences have meant for the community. In closing, he noted that his in anxious to see similar changes take place around the country so he can learn from his other colleagues about new ways to handle these cutting edge issues.
Ms. Robinson adjourned the meeting at 1:00 pm.
