Job Description: 

The Department of Transportation and Capital Infrastructure (DTCI) for Loudoun County, VA is looking for a talented, highly-motivated individual to serve as a Capital Budget Specialist in support of the Project Coordination, Funding and Policy Division. This position is responsible for capital project account management including account reconciliation, budget adjustments and trend analysis; regional committee coordination as it pertains to local and regional funding; coordination of VDOT funding and reimbursement packages; and capital planning assistance related to capital budget document development as well as supporting committee and Board of Supervisors meetings for transportation-related items. The position works closely with staff in the Department of Management and Budget and the Department of Finance and Procurement. Additionally, the Capital Budget Specialist serves as an administrator of DTCI’s project management software e-Builder providing technical assistance related to forecasting, funding, budget adjustments and loading project budgets. The successful candidate should be a team player with excellent interpersonal, verbal and written communication skills, have innovative ideas, possess creative problem solving skills and demonstrate awareness of emerging trends, technologies and best practices in capital budgeting and accounting. Requires any combination of education and experience equivalent to a Bachelor's degree in public policy, public administration, business administration or a related field, plus a minimum of four (4) years of work experience in Local, State or Federal Government, public policy, public administration, business administration, planning or a related field. A Master’s Degree in public policy, public administration, business administration or a related field as well as capital planning and budgeting experience is preferred. Experience using Oracle or other budget, accounting and financial management software is a plus. Employee will have to work additional evening hours in support of Board of Supervisors’ Business Meetings, Committee Meetings, Commission Meetings, Budget Work Sessions, Regional Meetings and Public Meetings. Weeknight and weekend hours may be required as necessary to meet budget deadlines. Employment is contingent upon successful completion of a credit, criminal background and DMV checks.
