The San Mateo County Transit District is the administrative body for public transit and transportation programs in San Mateo County, California: SamTrans bus service, Redi-Wheels paratransit service, Caltrain commuter rail service and the managing agency for the San Mateo County Transportation Authority. The District transports approximately 32 million customers a year and is one of the nation’s top transit agencies. Our Finance division seeks an experienced Manager, Budgets who will be responsible for the preparation and monitoring of operating and capital budgets for San Mateo County Transit District (SamTrans), Peninsula Corridor Joint Powers Board (Caltrain) and/or the San Mateo County Transportation Authority (TA). In this hands on role, the selected candidate will oversee the compilation and analysis of operating and capital budgets, reviewing all expenditures, ensuring grant funding is allocated to the appropriate project(s) and overseeing the preparation of Annual Budget books in accordance with the Government Finance Officers Association’s standards and the Transit Development Act and State Transportation Act Claims for the Metropolitan Transportation Commission. Responsibilities include managing and supervising staff and training and professional development, monitoring and overseeing budgets including revenue and expense forecasting, and budget to actual cost comparisons for monthly, quarterly, and annual financial reports. We seek a hands on professional who will manage the preparation of budget presentations for the Board of Directors’ and Citizen’s Advisory Committee’s approval, including staff reports, graphs, charts and who will communicate budget objectives.

Candidates should have a Bachelor’s degree in Accounting, Finance, Economics, or closely related field, five (5) years of progressive experience in financial management, economic, revenue forecasting, budgets, and/or financial analysis plus three years of managerial experience. Also, should have working knowledge of an Enterprise Resource Program (ERP) (e.g. PeopleSoft) or other database or financial enterprise systems, must be proficient in Microsoft Word and Excel and possess effective oral and written communication skills.
