Job Description: 

Full-time position available with KCMO’s Finance Department, Budget Division, 414 E. 12th St. Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m. Serves as acting Budget Officer in the absence of the Budget Officer. Prepares ordinance requests providing for the estimation of revenue and appropriation of funds. Coordinates the preparation of the annual budget. Reviews and approves ordinance requests, requests for budget adjustment, street light orders, traffic signal orders, capital outlay requests and other documents which require the approval of the Budget Officer. Assists in the development of budget policy and procedures. Leads the preparation of special analyses and quarterly reports. Maintains close liaison with departmental management to determine budget needs and to assure that budget policy is carried out. Assists the Budget Officer and the City Manager in presenting the city budget to the City Council, municipal officials and the public. Provides all city departments with information and advice concerning the budget and various other areas of city operations. Assists the budget officer in the direction and coordination of a moderate sized staff engaged in the conduct of administrative research, budget administration and systems analysis work. Responds to City Council requests when assigned and testifies before Council committees on budget matters. Makes recommendations and manages the implementation of recommendations for business and process improvements. Performs related duties and special projects as required.

REQUIRES an accredited Bachelor’s degree in public or business administration and 7 years of professional experience in municipal research, organizational and systems research, budget administration or general administration; OR an accredited a Master's degree in public or business administration and 5 years of professional experience in municipal research, organizational and systems research, budget administration or general administration. Preference given to applicants with an accredited Master’s degree in public or business administration with at least 5 years of professional experience in municipal budgeting or public policy.
