DESCRIPTION OF RESPONSIBILITY This position serves as the central point of control, and management official responsible for the Borough’s accounting functions within the Borough’s Finance Department. In this capacity, the incumbent of this position supervises the department’s accounting technicians and accounting clerks, and also serves as the Borough’s senior staff accountant responsible for the Borough’s accounting functions. The incumbent will also assist the Finance Director / Assistant Finance Director in managing the grant programs, state reporting requirements and official audits. Responsibility of this position includes performing accounting and finance duties relative to all of the processes of recording/reporting financial transactions. This responsibility encompasses all processes from the initial transaction to and including management of the flow of financial information from the initial journals along with the verification of the accuracy of this information. The work in this class involves responsibility for the performance of accounting tasks with above average difficulty and complexity. Employees whose positions are allocated to this class frequently advise Accounting Technicians and Clerks on problems encountered along with suggestions as to their resolution. Work is performed under the general direction of the Director of Finance/Treasurer, Assistant Finance Director, and the Borough Manager. Hire in rate $30.75.
MINIMUM REQUIREMENTS: Thorough knowledge of Generally Accepted Accounting Principles and GASB standards, along with a satisfactory background in fund accounting. Must be able to understand and communicate complex financial/accounting concepts and develop an understanding of the Borough’s accounting system. Must be PC literate and have the ability to create and utilize spreadsheet programs. Must be a self starter requiring minimal supervision while having the ability to comprehend and utilize complex accounting concepts. Must be able to professionally supervise others. Must be fully bondable in the amount of at least one million dollars. A bachelor’s degree in business or accounting and experience with computerized bookkeeping is required. The applicant would ideally be a Certified Public Accountant (CPA) or have the training and qualifications to obtain such credentials within one (1) year of hire. A Master of Business Administration is preferred although not required. Experience supervising others and overseeing/administering comprehensive accounting functions. Five years of progressively-responsible experience in overseeing or auditing governmental accounting functions may be substituted for an advanced degree/certificate.
