Budget & Analysis Manager
Pay Range: $116,448 – $145,428/month plus full benefits, including CalPERS Pension

Midpen’s Administrative Services has an excellent opportunity for a motivated individual looking to grow their career within the Financial Budget and Analysis field. The District is seeking a full-time Budget and Analysis Manager, who will serve in an at-will status. The primary responsibility of this position is to support the CFO in developing and implementing the appropriate budgeting processes and procedures; to ensure the timely and accurate preparation and presentation of the District’s annual Capital and Operating Budget; any required forecasts and/or budget adjustments; scheduled and ad-hoc monthly and quarterly reporting against such budgets. The ideal candidate will be organized, detail-oriented, and a collaborative self-starter with excellent analytical, oral and written communication skills.
About the Position: The Budget and Analysis Manager position provides a great foundation for a candidate looking to be a leader in the field of Accounting and Finance. The Budget and Analysis Manager assumes full management responsibilities for all Budget & Analysis Department programs, projects, services and activities; develops, directs and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the Budget & Analysis Department; establishes, within District policy, appropriate budget, service and staffing levels; and manages the development and administration of the department’s annual budget; direct the forecast of additional funds needed for staffing, consultants, equipment, materials and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary. About the District: Midpeninsula Regional Open Space District is comprised of over 63,000 acres of land and 26 open space preserves protected for public enjoyment. Headquartered in Los Altos, California, the District is divided into seven geographic wards, each containing approximately 100,000 constituents and represented by an elected Board member for a four-year term. Appointed by the Board of Directors, the General Manager oversees a staff of 175 FTEs as well as a FY 2017/18 budget of $61.4M. In 2014, with broad public support, the District secured $300 million dollars of bond capacity with the passing of Measure AA, which serves as a mandate for the District to continue to pursue our mission to “acquire and preserve” open space land and “protect and restore the natural environment” in the lush regional green-belt system near Silicon Valley in the San Francisco Bay Area. The District’s primary revenue source is a share of the annual total property tax collected within the District. Other revenue sources may include federal and state grants, interest and rental income, donations, land gifts, and bond and note issues. The overall financial health of the District is strong and stable, although adequate funding to allow a balanced approach to land acquisition, resource management, and public access is expected to become a challenge. Work Environment: This position is part of Administrative Services at the District’s offices in Los Altos, California and will work in an office environment.
Education and Experience: An ideal candidate must have demonstrated expertise in Accounting or Finance with significant emphasis in dealing with a variety of stakeholders. The Budget and Analysis Manager is a leader who will work collaboratively to advance the planning, development and administration of relevant short and long term policies, procedures, and services in a variety of financial, administrative, coordinative, analytical, and liaison capacities, while promoting a culture that recognizes the unique role the District plays in opens space lands. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited college or university, ideally with a degree in Accounting or Finance, with a public administration focus; and five (5) years of progressively responsible experience in a Budgeting & Analysis or Financial Planning & Control, and at least three (3) years of supervisorial experience. A master’s degree and public sector experience are highly desirable.
Licenses & Certifications Required: Possession of a valid California Driver’s License.
