Job Description:

The Director of Finance will play a critical role in partnering with the senior leadership team in strategic decision making and operations Ensures that top management officials have accurate financial information to make decisions on the operations of DC Water. Directs all Finance activities to produce the Authority’s annual capital and operating budgets, in accordance with the 10-year plan. Ensures that DC Water meets its budget capital and other budget expectations.

• Directs and oversees Treasury functions in accordance with DC Water policies. • Directs and oversees debt management function to ensure compliance with DC Water financial plan. • Directs the investment of operating cash in accordance with Board policy. • Ensures DC Water’s adherence to bond indenture requirements and debt-related Board policies. • Oversees relationships with bond underwriters and rating agencies. • Analyzes and present complex financial information and reports to provide accurate and timely financial recommendations to management for decision making purposes. • Directs the implementation of the capital finance plan. • Oversees the management of the short-term financing program including the issuance of commercial paper. • Manages vendor contracts, including commercial ban king, investment banking, and financial advisory service providers. • Coordinates with the different business units on the preparation of the forecast and long term projections. • Partner with the cross functional project teams to ensure data and process compatibility with new and existing financial solutions. • Update and implement all necessary business policies and accounting practices; improve the Finance Department’s overall policy and procedure manual. • Effectively communicate and present the critical financial matters to the board of directors. • Completes special projects as needed. • Performs other duties and projects as assigned at the discretion of the Chief Financial Officer.

Provide input for definition of standards for reporting tools, data hierarchies, and reporting specific business rules. Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the office. Manages and evaluates the progress of the Office towards meeting goals and makes adjustments in objectives, work plans, schedules and commitment of resources.

Bachelor's degree in Finance, Accounting, Business Management or similar field from an accredited college or university and ten (10) years’ experience in accounting/finance/budget including five (5) years of managerial experience; or equivalent combination of education and experience.

• Strong analytical skills and planning and organizational skills. • Thorough understanding of financial modeling. • Outstanding skills in communicating, orally and in writing. Must be able to effectively deliver presentations to BOD, political, neighborhood, and financial community. • Strong leadership and interpersonal skills. • Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
