Director of Finance and Accounting City of College Park, Georgia

THE IDEAL CANDIDATE The Mayor, City Council and City Manager are seeking an outstanding individual who has experience and vision to provide direction, guidance and oversight to the City’s Finance and Accounting Department. The Director of Finance and Accounting reports directly to the City Manager.
Education and Professional Development: • A Bachelors’ degree required in Accounting, Finance, Business Administration or a closely related field; Master’s Degree and CPA certification preferred. • Evidence of continued professional development through active participation in professional membership associations such as Government Finance Officers Association (gfoa.org). Experience: • 10-12 years of responsible management experience in public/local government financial management; equivalent combination of education and experience. Requires excellent written and oral communication skills; • Government experience preferred;
Major Duties of the Director of Finance and Accounting include: • Plans, directs, and supervises City employees engaged in the financial management, accounting, reporting, budgeting, computer operations, payrolls, grants administration, internal auditing and financial record keeping for the City; • Schedules, assigns, inspect, and evaluate work; instructs and trains in correct methods and procedures; monitors work on a daily basis; reviews and evaluates employee performance. • Directs the methods and procedures for all financial accounts, designates financial accounting records as may be deemed necessary with the authority to make changes in implementation and maintenance; • Develops, installs and maintains accounting, computer and budgetary systems which provide control of expenditures within all applicable guidelines, rules, regulations, legal constraints and budgetary controls; • Directs and participates with independent auditors in annual audit of City financial transactions; • Provides direction and assistance to department staff and departments in the preparation and presentation of the City’s annual budget, financial audit reports, revenue administration and treasury management, implementation of auditor recommendations, and development of Citywide policies and procedures; • Represents the City and works closely with Bond Financial Advisors, Bond Attorneys and Developers on development projects; • Provides technical advice, council and direction to the Mayor, City Council and department heads as necessary to ensure effective administration and implementation of City-approved policies, plans, procedure’s and systems; files various financial Federal and State reports; • Prepares and reviews monthly, quarterly and annual balance sheets, and schedule of revenues and expenditures; presents report to Mayor and City Council; • Reviews the general ledger system for proper entries and compliance with State and Federal regulations; prepares necessary reports; • Represents the City at various functions including community functions and business meetings with other organizations.
Desirable Skills, Knowledge and Abilities: • Advance knowledge of public accounting, utility accounting, fixed assets accounting, finance, budgeting and auditing principles, procedures and techniques. • Advanced knowledge of principles and practices of public financial administration, including budget preparation. • Advance knowledge of computerized financial system design and analysis. • Skill in effective and clear oral and written communications about the City’s finances to individuals and groups. • Ability to interpret and apply related Federal, State and local laws. • Ability to write clear, comprehensive explanatory texts to accompany financial reports.
Compensation: The salary range is low to mid $100,000s; depending on experience and qualifications.
