Job Description: 

Pinellas County Clerk of the Circuit Court and Comptroller’s Office Finance Division is looking for a detail oriented and collaborative Financial Accounting Manager to join our team. The Financial Accounting Manager directly supervises and manages our financial reporting team which is responsible for the accurate preparation of the County’s comprehensive annual financial report (CAFR), in addition to other critical areas including cash management, investments, debt management, and contract monitoring. The Financial Accounting Manager leads a team of five professional accountants with the responsibility for the accurate and timely production of the County’s CAFR, year-end closings, contract monitoring, and other regulatory and financial reporting tasks, as well as the successful research and resolution of all discrepancies. This position requires thorough knowledge and experience in the application of generally accepted accounting principles, government accounting and financial reporting, and federal and state reporting. Additional skills and attributes include the ability to plan, organize, and coordinate the technical work of accountants and provide technical training as well as the ability to analyze complex financial information with attention to detail to accurately prepare complex financial and administrative reports

Minimum Qualification Requirements • 9 years extensive professional experience in the operation of a complex enterprise resource planning (ERP) and financial management system that includes 2 years administrative and supervisory experience; or • Associate’s degree in accounting and 7 years extensive professional experience in the operation of a complex enterprise resource planning (ERP) and financial management system that includes 2 years administrative and supervisory experience; or • Bachelor’s degree in accounting and 5 years extensive professional experience in the operation of a complex enterprise resource planning (ERP) and financial management system that includes 2 years administrative and supervisory experience; or • Master’s or higher-level degree in accounting and 3 years extensive professional experience in the operation of a complex enterprise resource planning (ERP) and financial management system that includes 2 years administrative and supervisory experience.

Additional Requirements • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable • Bachelor’s degree in accounting and 5 years extensive experience in related areas. • Possession of a current license as a Certified Public Accountant (CPA). • Experience utilizing Oracle eBusiness Suite for payroll and financials.

Illustrative Tasks (These are examples and are not all inclusive.) • Manages and evaluates the work of staff supporting this position. • Manages or performs the review and monitoring of contracts, including grants, to assure procedures and practices and for economic feasibility. • Manages the auditing of contract invoices for compliance with contract terms and regulations. • Manages on- and off-site contract monitoring activities. • Manages analyses of entries, transactions and accounts having impact on the financial statements for accuracy and prepares/reviews accrual or adjusting entries. • Updating and developing policies and procedures as needed, to ensure the adequacy of accounting controls to permit preparation of financial statements in accordance with generally accepted accounting principles for governments. • Manages preparation of periodic financial reports and tax returns required for federal, state and internal purposes. • Works with external auditors during the audit process and manages a professional team in producing the Comprehensive Annual Financial Report. • Manages cash management function including funds transfers, monitoring of cash and investment balances and assists in investment process. • Experience working with integrated financial systems. • Manages payroll function. • Proficient in the use of Microsoft Office Suite applications • Performs related work as assigned or required.

Knowledge, Skills, and Abilities • Knowledge of generally accepted accounting principles and practices and ability to research, interpret and apply such. • Knowledge of financial reporting practices. • Knowledge of federal, state and local laws, rules and regulations governing budgetary and fiscal policies and contract procedures of county government and ability to research, interpret and apply such. • Knowledge and ability to manage staff supporting cash, investment, contracts, grants, payroll, and/or financial reporting activities. • Knowledge of automated financial management systems in a large multi-fund environment. • Ability to apply computer applications and software.
