JOB SUMMARY: Under the supervision of the Deputy County Administrators, this position is responsible for directing the staff, activities and operations of the department of Finance, Purchasing, Budgets, and Grants for the County.

• Develops, plans and implements Financial Services division goals and objectives. • Provides recommendation for and administers policies and procedures for the County. • Coordinates Financial activities with those of other departments and outside agencies and organizations. • Provides staff assistance to Directors, Deputy Administrators, County Administrator and Board of County Commissioners. • Prepares and presents staff reports and other necessary correspondence. • Makes presentations to the Board as necessary and required in matters related to Financial Services. • Assigns work activities and monitors the workflow of departmental projects and programs. • Prepares and presents the County’s annual budget. • Directs the county budget process by monitoring and approving expenditures for staffing, equipment, materials, and supplies. • Directs and assists as necessary in the selection, training, discipline and evaluation of personnel. • Confers with directors, administrators and other employees as necessary regarding policy interpretation and procedural changes. • Responsible for analyzing and interpreting budgets of current County operations and reporting the financial condition of the County to the Board. • Directs and supervises the preparation of analytical reports, research studies, and special project assignments regarding organizational, operational and financial requirements. • Directs the County procurement of supplies, equipment and services. • Reviews and approves purchasing policies and procedures to ensure efficiency and economy in the acquisition of supplies, equipment, and services for all County departments. • Represents the County in the community and in professional settings as necessary. • Monitor changes in applicable laws, rules and regulations, and informs appropriate staff and makes recommendations as needed. • Adheres to work schedule and attendance requirements. • Performs additional duties as directed and required.
QUALIFICATIONS, TRAINING, AND EXPERIENCE: Graduation from an accredited four (4) year college or university with a degree in business or Public Administration, Accounting, Finance or Economics, with a Certified Public Accountant License, and ten (10) years of progressively responsible experience in government management, finance, budget, and personnel administration, including five (5) years in a supervisory/management capacity. Master’s Degree is preferred. A comparable amount of training, education and experience may be substituted for the minimum requirements. Must possess a valid driver's license.
