THE POSITION Under general supervision, performs technical and professional accounting activities including the preparation and maintenance of accounting records and reports, analysis of accounting systems, and the preparation of special reports. This job classification is flexibly staffed and the position may be filled at either level depending on the qualifications of the incumbent and the staffing needs of the City. An eligibility list is being established to fill the current vacancy as well as future part-time or full-time related vacancies.

EXAMPLES OF DUTIES Duties may include, but are not limited to, the following: Oversees, reviews, and documents accounting processes and procedures for compliance with specific accounting requirements per Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and the State of California. Develops and makes recommendations regarding specific accounting procedures. Participates in the maintenance and analysis of all general ledger accounts and account sub-systems such as accounts payable, accounts receivable, payroll, inventory, fixed assets, and revenues. Reconciles balance sheet accounts and City bank accounts. Performs fund analysis by reviewing assigned general ledger accounts; makes adjustments, corrects errors or contacts operating department regarding necessary changes. Reviews computerized accounting systems and procedures. Serves as liaison for data processing functions and coordinates system enhancements. Designs computer reports to gather information as needed. Prepares adjusting entries, fiscal year closing adjustments, and documents for auditors. Prepares federal, state and local claims, statements and reports in compliance with GAAP, GASB, and State of California requirements. Prepares annual financial reports for the City. Interprets grant award agreements and monitors for compliance. Maintains support and expenditure documentation. Trains, directs and reviews the work of clerical and technical staff. Performs other related work as required.
LICENSE/CERTIFICATES License: Depending on assignment, possession of a California Class C driver's license may be required. Certificate: Certification as a Certified Public Accountant (CPA) is preferred for Accountant II.
MINIMUM QUALIFICATIONS A combination of education, training, and experience equivalent to a bachelor's degree in accounting, or business administration with emphasis in accounting, and one year of professional accounting experience are required. Accountant II: In addition to that required of an Accountant I, two years of professional accounting experience equivalent to that of an Accountant I with the City of Ventura. Public sector accounting experience is highly desirable for both the Accountant I and Accountant II.
