The Budget Manager in conjunction with the Director of Finance and Administration is responsible for the overall operational leadership of the county budgeting process, and the communication and coordination with county department heads and elected officials regarding the county budget matters. Primary functions of the Budget Office include budget development and management, forecasting and modeling, and reporting and analysis. This position functions at the manager level and is responsible for high level budget formulation, financial and expenditure analysis, as well as keeping management informed of their financial status through day to day communication and reporting.
The Budget Manager is responsible for maximizing the return on financial assets by establishing financial policies, procedures, controls and reporting systems. This position ensures legal and regulatory compliance for all budget and financial reporting functions. The incumbent will perform professional level work in analyzing budgetary data, budgetary requests, and interpreting and applying budget guidelines.
The Budget Manager must be creative and responsive to the needs of a complex county government while ensuring the financial performance of the county. As a senior leader within the organization, the Budget Manager is responsible for supporting the County's ability to sustain and thrive. This is developed through strong partnerships with our elected officials and departments, clear understanding of county priorities, and proactive planning that will effectively support the alignment of resources with the strategic goals of the organization.
The Budget Manager's success will be reliant on their ability to coordinate and collaborate with other departments in the County. The Budget Manager is expected to possess competencies and exhibit behaviors that integrate business acumen with financial planning and budget development, foster communication, improve business processes and decision support, promote creativity and innovation, build and strengthen relationships, motivate and engage employees, demonstrate initiative, reflect self-awareness, and incorporate vision and strategy in the budget process.
Education: Bachelor's degree in business management/administration, public administration, finance, accounting or a closely related field. Master's degree preferred.
Required Work Experience: • Seven or more years of progressively responsible management experience within a county, municipal or business organization. • A minimum of five years of experience in budget preparation, accounting, and financial analysis.
Additional Required Skills, Abilities and Knowledge: • A skilled and proven leader and manager with excellent interpersonal skills and ability to lead the supervised Departments to the next level of performance; • Experience in government, especially county government, is preferred but not required. • Proficient in basic accounting principles and financial analysis. • Proficient with Microsoft Office Suite. • Proficient in a large accounting system such as Banner, Oracle or SAP. • Strong interpersonal skills. • Ability to communicate effectively, orally and in writing. • Ability to use sound judgment. • Ability to read, interpret, and apply contract terms and conditions. • Proficiency in analyzing and interpreting data and financial information • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
