The City of Yakima Financial Services Division needs and experienced and proficient Manager to oversee the public financial management work of the City including accounting, budgeting and auditing. This position is a working manager in the Financial Services Division. Under the general supervision of the Director of Finance and Budget, this is a division management position responsible for professional, administrative accounting, and public financial management work of the City of Yakima. Position is also responsible for the supervision of Financial Services Division.
Position oversees and performs a variety of professional fiscal policy, accounting, budgeting and public financial management assignments. Responsible for the supervision of the technical and clerical accounting, budgeting and payroll work performed by subordinate Financial Services personnel. Work includes maintaining general ledgers for various City funds; taking a lead role in preparing and submitting the City's Comprehensive Annual Financial Budget Report (CAFR); developing and implementing fiscal and financial policies, procedures and goals for assigned areas; preparing and interpreting numerous accounting and financial reports and statements; reviewing grant applications; designing, modifying, and implementing automated and manual accounting systems; performing audits of City operations, and ensuring timely and accurate payroll is administered as required. Manager assists the Director of Finance and Budget in revenue and expenditure forecasting and other related areas. May serve as Acting Department Head in the absence of the Director. Work is performed with considerable independence under the general direction of the Director of Finance and Budget and is reviewed for the effective operation of the Financial Services Division and accomplished results through observation, customer feedback, objective achievements and personal conferences.
MINIMUM REQUIREMENTS: Bachelor's degree from an accredited college or university in Accounting, Finance, Economics, or a closely related field plus five (5) years of progressively responsible finance or accounting experience including two (2) years in a supervisory capacity.
Preferred certifications: Certified Public Accountant (CPA), by the American Institute of Certified Public Accountants (AICPA); Certified Government Financial Manager (CGFM), by Association of Government Accountants (AGA); Certified Public Finance Officer (CPFO), by Government Finance Officers Association (GFOA); Certification by a GFOA State-affiliate Association. Must pass background investigation regarding applicant's aptitude, character, judgement, credit, driving record and criminal history. Must possess and maintain a valid Washington State Driver's License.
