Job Description: 

The Shelby County Government in Memphis, Tennessee, is seeking qualified candidates with investment portfolio management experience for the position of Manager Pension Investments.

Overall Mission: Provides oversight of county employee pension and OPEB fund performance and works with Investment Consultant and Director of Finance and Administration to develop asset class allocation strategies and recommendations for the Investment Committee and Pension Board.

Responsibilities: • Assists in developing investment strategy, monitors investment performance, coordinates with external investment consultants and money management firms, and monitors investment policy compliance. • Attends all Retirement Board meetings and reports portfolio market valuations, advisor performance analysis, and relative performance analysis of total portfolio to composite benchmarks. • Provides leadership for the selection of outside investment advisors, money managers, and consultants. • Maintains integrity of investment policy and ensures that all asset management activities comply with policy as prescribed in the Administration and Trust Agreement of the Shelby County Retirement System (SCRS). • Provides specific instructions to Investment Consultant, Investment Managers and Custodians regarding transactions performed in the ordinary course of business for SCRS, e.g. withdrawals, distributions and transfers. • Retains responsibility for Custody Agreement oversight and of contract renewal and amendments; Serves as one of three individuals (County Mayor, Director of Administration and Finance) authorized to give bank instructions related to the transfer of cash and securities. • Monitors performance of Investment Consultant, Investment Managers, Custodians and other professionals for compliance with the Investment Policy and with contractual terms, consistent with performance compared to investment objectives, peer groups and other applicable benchmarks. • Negotiates written contracts with Investment Consultant, Investment Managers, Custodians and other professionals setting forth terms and conditions of the contractual relationship with SCRS, consistent with the requirements of the investment policy. • Organizes, schedules and coordinates required money manager review and asset allocation meetings and presentations. • Prepares weekly, monthly, and quarterly reports as required, reviews the accuracy of fund accounting records and financial reports.  

Minimum Qualifications: Bachelor’s degree in finance, accounting, public or business administration, or closely related field and five (5) years of experience in investment portfolio administration; or an equivalent combination of related education and/or experience. Public Sector Fund experience preferred and/or CFA, CFP or CAIA designation preferred.

  1. Knowledge and understanding of investment markets and various asset class utilization strategies.
  2. Demonstrated leadership and management capabilities.
  3. Experience working with a board of trustees or other governance bodies preferred.
  4. Ability to develop timetables, fiscal oversite projections and ability to monitor and revise as needed to meet deadlines.
  5. Ability to prepare financial reports and cost analyses.
  6. Ability to communicate effectively in writing and orally with the public, financial consultants, elected officials and other departments and employees in Shelby County Government.
  7. Knowledge of Microsoft Excel, Access and Word.

Must pass a criminal history background investigation. Residency within Shelby County at time of employment is a requirement by County charter.
