Heather A. Johnston, City Manager, City of Burnsville, Minnesota, became president of the Government Finance Officers Association of the United States and Canada (GFOA) on June 2, 2015. The gavel was passed at the association’s annual business meeting in Philadelphia, Pennsylvania.
Johnston has served on the GFOA Executive Board since 2011. She is an ex officio member of GFOA’s Committee on Retirement and Benefits Administration and served as a member of GFOA’s Committee on Governmental Budgeting and Fiscal Policy from 2007-2011 (Chair in 2009; Vice Chair in 2008). Johnston also served as a member of GFOA’s Generational Change Task Force and is a current Women in Public Finance member. Her government has received the Certificate of Achievement for Excellence in Financial Reporting for 17 years and the Distinguished Budget Presentation Award for 9 years. Johnston has contributed to the association by serving as an instructor for GFOA Internet training, Performance Measurement and Management: Is Your Government Keeping Pace? in 2009. She also is a past speaker at GFOA’s annual conference. She was a reviewer for GFOA’s Building a Better Budget Document (revised edition) (2013).
Johnston will serve on the GFOA’s Executive Board for one year as president. Johnston’s leadership will help the GFOA to continue to raise the bar of the government finance profession. Her goals for the GFOA are to reach young professionals interested in government and encourage their interest in public finance; bridge the gap between the generations by merging the depth of experience with tech savvy communications; and provide members with practical ways to communicate financial information that is easily understood outside the financial field.
