New Announcements Economic Development Administration - The EDA is soliciting applications for $150,000,000 in grant funding under the EDA American Recovery Program to assist regions “that have experienced sudden and severe economic dislocation and job loss due to corporate restructuring.” EDA provides financial assistance to distressed communities in both urban and rural regions. Such distress may exist in a variety of forms, including high levels of unemployment, low income levels, large concentrations of low-income families, significant declines in per capita income, large numbers (or high rates) of business failures, sudden major layoffs or plant closures, trade impacts, military base closures, natural or other major disasters, depletion of natural resources, reduced tax bases, or substantial loss of population because of the lack of employment opportunities. Department of Health and Human Services
- HHS announced plans to make available $235 million from health information technology funds approved in the ARRA to support an innovative Beacon Community Program to accelerate and demonstrate the ability of health information technology to transform local health care systems. Department of Education - The Department of Education (ED) released the final application requirements for states to secure Phase II funding allocations under the State Fiscal Stabilization Fund (SFSF) created as part of the American Recovery and Reinvestment Act of 2009 (ARRA). The application deadline is January 11, 2010. Learn more here.
- The ED also released the final application as well as additional information on the agency’s Race to the Top fund created under the ARRA. The Race to the Top fund will allocate $4.35 billion among those states that can most effectively demonstrate that they have raised past student performance and have the capacity to once again accelerate achievement gains with innovative reforms. The ED will hold two rounds of competition for the grants. The application deadline for first round will be the middle of January, 2010. Peer reviewers will evaluate the applications and the ED will announce the winners of the first round of funding next spring. Applications for the second round will be due June 1, 2010, with the announcement of all the winners by Sept. 30, 2010. Learn more here.
Centers for Disease Control and Prevention - CDC’s Procurement and Grants Office has published a funding opportunity announcement entitled, “American Recovery and Reinvestment Act of 2009: Communities Putting Prevention to Work.” Approximately $373 million will be available to fund thirty to forty awards. The purpose of this FOA is to create healthier communities through sustainable, proven, population-based approaches such as broad-based policy, systems, organizational and environmental changes in communities and schools. Department of Energy
- The availability of $453.72 million in ARRA funding under the Energy Efficiency and Conservation Block Grant for competitive grants to states, local governments and Indian tribes in two topic areas – the Retrofit Ramp-up Program and the General Innovation Fund - to stimulate activities and investments which can transform energy markets, sustain themselves beyond the grant funding and grant period, and leverage the participation of multiple local jurisdictions, regional planning agencies and state energy offices. - The availability of $10,500,000 in funding assistance under the Local Energy Assurance Planning initiative to strengthen and expand energy assurance planning and resiliency, reduce impacts from energy supply disruptions and create jobs. How States and Localities Can Tap into Stimulus Funds
- Begin a dialogue with the state to understand its priorities in allocating recovery dollars and to make known the needs and concerns of your particular jurisdiction. Each state maintains a page on its official site explaining how Recovery funds are being allocated and spent. Click here to learn more.
- Contact your state municipal league for assistance in how to work with the governor’s office and state legislature to make the needs of your government a priority.
