Dave Melbye

Dave Melbye joined GFOA in 2007 and is now the Consulting Solutions Manager.  Mr. Melbye has more than 20 years experience in both private and public-sector operational improvement projects, specializing in strategic and tactical planning, decision support systems, project management and business process improvement methodologies, and systems integration.  He is the primary author of GFOA’s change management methodology, and is currently assisting several organizations with change management strategy development and planning for large enterprise projects.

Prior to coming to GFOA, Mr. Melbye spent five years as the CIO for the Milwaukee Metropolitan Sewerage District, where he instituted governance structures and business case methodologies that successfully aligned information technology investments with operational priorities.  He also led MMSD’s IT function, supervising 18 IT staff members in three locations.  

Mr. Melbye has worked for both national and regional IT Consulting firms, having served as director of the enterprise application integration practice for a Chicago-based firm as well as practice director for a Milwaukee-based firm specializing in IT outsourcing.  Mr. Melbye has also worked in several capacities on financial requirements planning projects in the public utilities sector, including projects with Wisconsin Public Service, Wisconsin Southern Gas Company, and Wisconsin Gas (now We Energies).
