Anne Spray Kinney, GFOA Research and Consulting Director

Anne Spray Kinney is the Director of GFOA's Research and Consulting Center. The center conducts best practice research on financial management, prepares practitioner-oriented books, edits the association’s magazine, the Government Finance Review, and provides training and consulting to governments. Anne has worked in the field of government management for more than 20 years, much of that time as a practitioner, holding management positions in local, regional, and state government. She has served as Budget and Management Director and then Director of Administration at the City of Milwaukee, Wisconsin and later as the CEO of the Milwaukee region's wastewater treatment and flood control authority. Prior to her Milwaukee experience Anne worked for the State of Illinois as an advisor to local governments. Anne has also taught public financial management at the graduate level.

An advocate and practitioner of managing for results, Anne has used outcome-based budgeting, strategic planning, performance measurement, customer involvement and competition to assist public organizations improves their performance. Anne is a past president of GFOA’ and has a BA in political science from American University and a master’s degree in public administration from the University of Illinois at Chicago
