Black Caucus Annual Meeting - Minutes

Ms. Catherine Walker, chair of the Government Finance Officers Association’s (GFOA) Black Caucus, welcomed all participants and called the meeting to order at 3:50 pm on Sunday, May 22, 2011.  Ms. Walker recognized Mr. Len Brittain and Ms. Linda Davidson (president and president-elect of the GFOA) who thanked the Black Caucus members for their active participation in the GFOA and for attending the annual conference.  Ms. Walker also recognized the GFOA Executive Director Mr. Jeff Esser and staff liaison Ms. Barrie Tabin Berger.   

A motion was made by the caucus secretary, Erica Haywood, to approve the minutes from the January 20, 2011 meeting of the Black Caucus, which was held in Washington, DC.  The motion passed and the minutes were approved.
Ms. Lisa Marie Harris, a member of the GFOA Executive Board and a former Black Caucus chair, presided over the Black Caucus elections for a new chair for the 2011-2013 term.  A motion was made and seconded nominating Chris LaCour, deputy director, DC Government - Office of Pay & Retirement Services, for the position of Black Caucus chair.  No other nominations were made.  Elections occurred, votes were tallied, and Lisa Marie Harris announced that Chris Lacour would be the new chair of the Black Caucus.
Chris LaCour then appointed Harlita Robinson, director of finance from the City of Forest Park, Ohio, to the position of vice chair of the Black Caucus.  Mr. LaCour later appointed Denita Patton, finance/hr manager from the West Sound Utility District in Port Orchard, Washington, to the position of Secretary of the Black Caucus.   
Following the elections, Catherine Walker introduced the afternoon’s speaker, Jackie Gorman-Johnson, executive director, San Antonio for Growth on the Eastside.  In her presentation, “Tools for Today’s Job Market,” Ms. Gorman- Johnson noted that recruiters and hiring managers receive hundreds for resumes for every posted position.  She shared with Black Caucus members tips for creating a resume to help secure that important interview, as well as strategies for reviewing resumes and dealing with recruiters and headhunters.        

New chair, Chris LaCour, reminded the members about the social event that evening, featuring The Music For Ya’ Soul Band and The Legends at the Marriott Riverwalk.  The meeting adjourned at 4:50 pm
