Barry McMeekin has been with GFOA since 2000 and worked to develop GFOA’s Enterprise System Selection Methodology.  Currently, as consulting practice manager,  Barry's primary responsibilities with GFOA are to lead and advise clients with contract negotiations and provide enterprise system implementation advisory services along with enterprise system project management services. Barry also assigns and oversees other GFOA consultants with enterprise procurements, technology needs assessments services, and other related systems projects.  In his 10+ years with GFOA, Barry has managed or assisted on over 100 projects including leading most of GFOA's larger technology projects.  Barry also services as and is an instructor for GFOA’s ERP systems analysis and procurement curriculum.

In his role with both GFOA and as a government practitioner, Barry has been trained on a number of leading enterprise system and enterprise asset management packages and has significant implementation knowledge in purchasing, accounts payable, projects/grants, labor distribution, and capital budgeting.

Prior to joining GFOA Barry held several senior positions in the public sector related to budget, finance, public works, parks and recreation, environmental services, and other operation management areas at the City of Pittsburgh, PA and Allegheny County, PA. While at the City of Pittsburgh Department of Parks and Recreation, Mr. McMeekin was responsible for the outsourcing of building, grounds and facility maintenance including specification development and contract oversight. Also, as the accounting supervisor for the Department of Public Works, Mr. McMeekin was responsible for outsourcing building trades and infrastructure maintenance that included specification development, letter of intent development and contract review and oversight.  During his tenure with Allegheny County he served as the project manager for the implementation of a consolidated maintenance management system.
