Leonard Wales retired as Fairfax County’s Debt Manager after 30 years of service. He now provides consultant services to the County on significant projects as Financing Advisor.  He joined the County as a Budget Analyst in 1981 after a period of active duty with the U.S. Navy and served as Assistant Budget Director from 1989 to 2003.  He was appointed to the position of County Debt Manager in December 2003.  Since 1986, Mr. Wales has managed and led financing teams in borrowing over five billion dollars of capital funds for the County and affiliated subdivisions, utilizing both traditional and innovative methods. He is also active in both state and national organizations.  He was recently appointed a Director of the Virginia National Defense Industrial Authority and formerly served as a Director of the Virginia Local Government Finance Corporation.  He is currently a member of the Governmental Debt Management Committee of the Government Finance Officers Association of the U.S. and Canada.  He has also been active in the local community, holding various volunteer positions with the Boy Scouts of America, the American Legion and a local credit union.  In 2006 he retired from the U.S. Navy Reserve as a captain after 30 years of service, including recall to active duty for Operation Desert Storm. In 2010, Mr. Wales was awarded the County’s highest employee award in recognition of his achievements in advancing and improving public service in Fairfax County.  Mr. Wales is a graduate of the University of Virginia and holds a Master of Urban Affairs degree from Virginia Tech
