Tom Kelly is currently the Finance Director for White Bear Township, MN and has been a Finance Director for the cities of Monticello and Falcon Heights and an accountant for the City of Plymouth all in MN.  Tom has served on the National GFOA’s Committee on Governmental Budgeting and Fiscal Policy from 2001 to 2006 and is currently serving on the Committee of Economic Development and Capital Planning.  He has served as an Independent Budget Reviewer for GFOA’s Distinguished Budget Presentation Awards Program since 1993.  Tom has served on various Minnesota GFOA committees, including serving on its Executive Board and as the organization’s President in 2003.  Tom is a recipient of the Minnesota GFOA’s Thomas J. Moran Award for recognition of outstanding service rendered to advance the quality of public financial administration.  Tom has taught Governmental Accounting and Budgeting for the Minnesota’s Municipal Clerks and Finance Officers Associations Certification Program for the last 7 years and has helped develop and teach Beginning, Intermediate and Advance Governmental Accounting Courses for the Minnesota GFOA each fall.  Tom also served on the White Bear Lake School District’s Finance Committee for 10 years.  Tom has a B. A. in accounting from the University of St. Thomas in St. Paul, MN and is a graduate from GFOA’s Advance Institute.
