James Harris has dedicated his career to helping public sector organizations to improve service delivery and performance. Throughout his career, James has served as a public administrator within various municipalities throughout the country, and has worked as a management consultant, helping state and local government entities throughout North America to improve business processes, acquire enterprise systems and to improve their financial positions. James is also a former consulting manager for the GFOA, where he served as a national trainer for the GFOA’s Advanced Governmental Budgeting Training Offering, and was the creator and coordinator of the Budget Analyst Training Academy.


He currently serves as the Budget and Finance Manager for the Village of Oak Park, Illinois. In this role, James is responsible for managing the Village’s operating and capital budget activities, and is currently leading a number of Village-wide improvement initiatives, including a performance management initiative and the acquisition of enterprise financial management and community development software. James holds a Master of Science degree from the Heinz School of Public Policy at Carnegie Mellon University and a Bachelor of Arts degree from the University of California at Berkeley.
