Jim St. Clair
As Chief Technology Officer (CTO) with Dinocrates, Mr. St. Clair leads the company’s Technology Solutions in both emerging and COTS technologies in addition to developing the technical strategy including goal-setting, options, risk analysis, and alignment with Dinocrates’ customer business objectives. Mr. St. Clair is leading the Dinocrates transformation technology initiatives in the advisory and adoption of blockchain, robotic process automation (RPA), and addressing ongoing challenges in security and compliance, including IoT, GDPR and NIST Cybersecurity Framework.
Mr. St. Clair has over 20 year of experience in technology, innovation, and compliance. He has worked with several large and small advisory firms and system integrators, providing IT governance, security, architecture, project management and managed services. In this capacity, Jim was also actively involved in “cloud” security and IT auditing, including assessment and certification of one of the nation’s largest cloud providers offering services to the Federal government. Jim has conducted numerous HIPAA and Sarbanes-Oxley audits, and managed $7 million risk management and security practice area.
Given the dramatic changes in technology and healthcare delivery, Mr. St. Clair also founded the Institute for Healthcare Financial Technology, which is dedicated to improving the healthcare value chain to reduce costs and streamline access and delivery of healthcare. HealthFinTech builds on the innovations of financial, insurance and healthcare technology, especially in such concepts as blockchain and distributed ledgers.
Mr. St. Clair also served 10 years in the US Navy, serving in various capacities along the East Coast and Washington, DC. During this time, he served in several federal working groups in technology and national security.
Mr. St. Clair is a Certified Information Security Manager (CISM), a Six Sigma Green Belt (SSGB) with the American Society for Quality (ASQ), and a Project Management Professional (PMP). He earned a BA in Business Administration from the University of Mississippi.
