Josh Harwood

City Economist

Josh currently serves as the City Economist for the City of Portland, Oregon, providing financial forecasts for city budgeting, as well as advising on a variety of city finance issues. Prior to joining the City in 2010, he worked for the Oregon Office of Economic Analysis and served as Chief Economist in the Colorado Governor's Office. In these capacities, he has been responsible for forecasting income, sales, and property taxes, as well, as tobacco, transportation, and oil and gas revenues. He currently serves on the State Revenue Forecast Advisory Committee and the Oregon League of Cities Finance & Taxation Committee.

He has a bachelor’s degree from Willamette University and a masters degree in economics from the University of Colorado. Additionally, he has served as adjunct faculty at Portland State University and consulted with a variety of partners, including the Northwest Center for Economic Research.
