Wanted: Practical OPEB Solutions The Government Finance Officers Association is collecting information on solutions to the retiree medical and other OPEB funding challenges. We hope to use this information to develop tools to assist GFOA members in meeting similar challenges and to share the most successful solutions with members during OPEB presentations at the annual conference in Anaheim. Examples may include fully or partially funding the benefits, creating VEBAs and governmental trust funds, redefining the benefits to be paid by employers, cost-sharing with employees, revised labor agreements, two-tier structures for new hires, and other structural solutions.
