The Research and Consulting Center (RCC) offers consulting services to help governments solve complex problems. Listed below are the major focus areas of our practice.
Performance MeasurementPublic managers, elected officials, and citizens have long sought clear evidence that the tax dollars spent by their government are producing value for the public. Performance measurement systems provide powerful evidence that public programs are delivered effectively and efficiently. By translating the community’s highest priority objectives into a set of key indicators, decision makers and the public have at-a-glance information on government performance. This information provides context for essential discussions on:- the allocation of resources in achieving the community’s priorities,
- whether programs are producing their intended results, and
- how government performance has changed over time.

Long-Term Financial PlanningFaced with downward pressures on tax revenues, increasing expenditures, shifting demographics, as well as a host of other complex challenges, local government needs a new approach to planning. The traditional locus of governmental planning, the annual budget, is ill suited to address such challenges due to its inherent tactical and short-term nature. This makes long-term financial planning an indispensable complement to traditional budgeting and an invaluable piece of a government’s overall planning framework. It provides a long-term and comprehensive financial perspective that is not available through other governmental planning processes. - Understanding and managing expenditures for and value received from IT,
- Assigning accountability for getting results from IT investments ,and
- Learning from and building on experiences with technology.
