Using Logic Models to Create Measures

Target Audience:

This training is targeted towards government officials involved with current or planned performance measurement initiatives. The course assumes a basic understanding of performance measurement concepts and while not a pre-requisite, completion of other GFOA performance measurement seminars will be useful.

Program Overview:

Whether you are just embarking on a performance measurement initiative or refining your existing program, a logic model can be a powerful tool. By mapping inputs to outputs and results, logic models focus stakeholder efforts and performance measurement on what an organization plans to achieve. This session will explain the importance of logic modeling while providing practical guidance and utilizing examples to demonstrate how this tool sets the stage for measuring what is truly important. 

This session will include:

  • Introduction to logic models – how and why they are used
  • Discussion of the link between logic models and performance measurement
  • Overview of the process used to develop a logic model
  • Examples of logic model applications
  • Techniques for clarifying and communicating outcomes with and for stakeholders

Learning Objectives:

After attending this session participants will be able to: 

  • Understand how and why logic models are used
  • Demonstrate to stakeholders within their organizations how logic models can clarify expectations and responsibility for outcomes
  • Construct and apply logic models to their organization’s objectives
  • Understand the role of logic models in program evaluation
  • Use logic models to improve their performance measurement programs by better aligning performance measures and program outcomes

Faculty:

Kathleen Pritchard, Director of Community Impact Product Development, United Way of America

Kathleen Pritchard is Director of Community Impact Product Development for the United Way of America. She works with local United Ways in their transformation to the community impact model and has recently developed a series of works on Agency Relations and on Aligning for Impact for the United Way system. Previously she served as Director of Community Impact for the United Way of Greater Milwaukee. She designed and implemented the Outcomes Project at the United Way of Milwaukee and served on the national Task Force on Impact.

She holds a Ph.D. in political science from the University of Wisconsin-Milwaukee and a master's degree in public administration. Dr. Pritchard has served as adjunct faculty at the University of Wisconsin-Milwaukee, Marquette University, and the National Academy of Voluntarism. She has served as a policy and research analyst, as well as a consultant and trainer for the State of Wisconsin, the City of Milwaukee, Milwaukee County, and a number of nonprofit organizations.  She is the author of several monographs as well as articles and chapters in professional journals and books.  Ms. Pritchard is President of the Village of Whitefish Bay, Wisconsin, and a trustee of the Public Policy Forum.
