Job Description: 

The Washington Suburban Sanitary Commission (WSSC) is one of the nation’s largest water and wastewater utilities, serving commercial and residential customers in suburban Washington, DC. WSSC seeks an experienced Sr. Accounting Manager to direct advanced professional accounting and analysis of a varied nature, manage the work of professional accountants and functional implementers and coordinate financial system (general ledger, assets and A/R) activities and sub-system interfaces to the general ledger.

Key Responsibilities: • Design, prepare and distribute annual US GAAP financials, monthly internal comparative financial Statements and management reports

• Manage annual activities with external auditors to support the year-end (US GAAP) and OMB Circular A-133 audits

• Manage the maintenance of the general ledger and reconciliation of accounts

• Direct the work of professional accountants/financial analysts

• Coordinate the analysis of historical costs and anticipated trends to establish annual Front Foot benefit rates and house connection charges; oversee performance of reconciliation, reporting and analysis of house connection data

• Direct performance of monthly indirect cost allocations, including analysis and resolution of discrepancies; monitor standard rate allocation results and recommend changes based on cost analysis

• Coordinate the preparation of special and periodic studies, ad hoc analysis and reporting as requested by internal customers and the CFO

• Routinely interact with management and staff throughout the Commission; coordinate with actuaries, auditors, and federal, state and local government staffs on accounting matters

Qualifications: • Bachelor’s degree in Accounting other related discipline (advanced degree preferred; professional accounting certifications ideal)

• 10+ years of progressively responsible experience in public or corporate accounting, and/or auditing

• CPA certification

• 3+ years of supervisory/management experience

• 3+ years of recent experience in the operation and maintenance of general ledger software (Oracle general ledger or equivalent)

• 3+ years financial analysis experience

• Prior experience in the design and installation of accounting/financial systems and related sub-ledgers

• Experience with GASB and FASB pronouncements and their application, preparation and analysis of financial statements in accordance with GAAP
