Under the leadership of our Director of Finance, the Purchasing Agent will serve as the principal public purchasing official for AlexRenew. The Purchasing Agent will lead the buying of services, goods, insurance, construction and equipment as well as the disposal of surplus goods and equipment. The successful candidate will have key skills and characteristics including the ability to work collaboratively in a fast-paced environment, communicate effectively, guide and mentor direct reports, and promote flexibility and efficiency in workflows and processes.
Essential Duties & Responsibilities: • Maintain an effective working knowledge of the Virginia Public Procurement Act, AlexRenew Purchasing Manual, Institute for Public Procurement Best Practices and eVA, Virginia’s e-procurement portal; • Establish and maintain efficient and flexible standard procure-to-pay processes for all potential forms of solicitation, contracting and payment; • Develop and maintain a complete library of standard solicitation and contracting documents; • Develop and manage a data base of all active contracts and agreements; • Build awareness and reinforce the use of purchasing standard process. • In all principle procurement functions, work with AlexRenew employees, solicit, evaluate, negotiate, award and manage contract terms with outside entities to furnish products, services, design and construction and terminate contracts as needed. • Maintain complete electronic and paper files of all required documentation. • Closely manage and control a practicable Purchase Card Program and Petty Cash Fund; • Supervise direct staff as assigned. • Advise staff on, and provide technical assistance/training for, all matters related to government/public procurement • Build and generate reports that effectively communicate purchasing information, data and other metrics • Lead staff by coaching, counseling, planning, monitoring, and appraising job results • Maintain professional and technical knowledge • Perform all other duties as assigned or required.

Education and/or Experience: • Bachelor’s degree from an accredited college or university desired. • Five (5) years’ experience as Purchasing Agent, Contract Specialist or Senior Buyer with at least two (2) years of supervisory responsibility preferred in municipal or state public sector. • Strong knowledge of principles, methods and procedures used in local or state government/public purchase of goods and services. • Knowledge of and experience with eVA is a plus. • Working knowledge of the laws, ordinances, rules, and regulations governing public procurement in Virginia. • Proficiency with Microsoft Office and applicable computer software. • Strong analytical skills. • Communicate clearly, concisely and accurately in verbal and written form. • Strong interpersonal relationship skills and the ability to work collaboratively in a team environment. • Self-motivated, self-directed, detail-oriented and committed to professional excellence. • Ability to work and coordinate effectively with staff at all levels.
