MCERP seeks MLS Manager II (Chief Operating Officer) for the Montgomery County Employee Retirement Plans (MCERP) and the Consolidated Retiree Health Benefits Trust (CRHBT). Under the supervision of the Executive Director, the position is responsible for ensuring that the vision and mission of MCERP and CRHBT are carried out in accordance with strategic objectives across all plans/trusts. The position has full line management responsibility for planning, developing, and implementing the retirement benefit plan administration and compliance programs and services for the retirement plans, including management of strategic planning and tactical actions, planning and evaluating complex operational programs, communicating goals and expectations, and evaluating the achievement of established objectives.

DUTIES Under the supervision of the Executive Director, the COO’s major duties include but are not limited to:

Retirement Plan Administration: • Manage and oversee administration of the County’s retirement programs and system • Analyze complex Federal, State, and County laws related to the administration of public pensio

Compliance: • Analyze and communicate risks within the department. • Recommend and supervise the implementation of changes to MCERP and CRHBT policies, guidelines, and programs.

Other Duties: • Determine, in consultation with Executive Director, such matters as overall organization structure, department-wide work programs, methods and processes, and allocation of major resources. • Conduct strategic, visionary, and long-range department planning.


Experience: Seven (7) years of progressively responsible professional experience in compliance, operational, or benefit plan administration programs, three (3) years of which were in a supervisory or executive capacity. Note: Education: Graduation from an accredited college or university with a bachelor’s degree. Equivalency: An equivalent combination of education and experience may be substituted.
