The Costa Mesa Sanitary District (CMSD) is a Special District located in the heart of Orange County, California. CMSD provides sewer and solid waste collection services to residents and businesses in the City of Costa Mesa and a small portion of the City of Newport Beach.
The Finance Manager is a highly responsible supervisory and administrative position that reports directly to the General Manager. The Finance Manager has the responsibility of planning, organizing, managing, and providing oversight for all functions and activities related to budgeting, payroll, accounts payable and receivable, assessment billing, permit issuance, financial transaction processing, record keeping, and reporting.
As a member of the District’s management team, this position oversees, directs, and participates in all activities of the Finance functions, including short- and long-term planning and development and administration of policies, procedures, and services.
The ideal candidate is a thoughtful, but quick-thinking and decisive leader who thrives in a fast-paced, fluid environment. A proven manager, the candidate will be a consummate professional who is logical, persuasive, and passionate about providing high quality financial management services to the District.
Candidates must possess: Education equivalent to a Bachelor’s degree from an accredited four-year college with major coursework in accounting, finance, business, or a related field; five (5) years of management and/or administrative finance and accounting experience and; three (3) years of supervisory experience.
