Job Description: 

The City of Stockton is seeking to fill a Program Manager III position in the Fiscal Division of the Public Works Department. The Program Manager III position is responsible for overseeing all financial operations of the department, maintaining budget controls, performing complex accounting functions, preparing the department budget and the citywide Capital Improvement Program Budget, supervising staff of the Fiscal Division, preparing and analyzing revenue and expenditure projections including long range funding strategies, ensuring compliance with all State and federal contracting and grant requirements, planning and managing major functional areas in the department including financial and compliance services, developing policies and procedures for the department and citywide fiscal and compliance areas. The Program Manager III is the Division Manager of the Fiscal Division of Public Works and reports directly to the Director of Public Works. Duties are assigned under the direction of the Director of Public Works and consist of all fiscal and compliance related activities within the department. Additional coordination is performed with the management staff of various City of Stockton departments, outside agencies, and State and federal grantees.

The Program Manager III is responsible for labor compliance, Department of Industrial Relations, State and federal codes of regulation, and Stockton Municipal Code enforcement related to Public Works contractors and vendors. The ideal candidate will have experience with all restrictive funding types, including numerous types of special, State, and federal grant funds.

The candidate will work a City of Stockton 9/80 schedule: 7:30am to 5:30pm Mondays through Thursdays; 8:00am to 5:00 Fridays, with alternating Fridays off. May be required to work additional hours and/or weekends to provide operational support.

Education/Experience: Possession of a Bachelor's degree from an accredited four-year college or university with major course work in business or public administration or a closely related field, or the field of the program to which assigned, and four (4) years of experience managing or supervising highly visible programs or projects with major departmental or citywide impact.
