The position reports directly to the City Manager and is responsible for directing the City’s financial operations.
ESSENTIAL JOB DUTIES
• Develops internal control systems, including drafting financial policies, procedures and ordinances; ensures that fixed asset and other inventory systems are maintained; conducts internal audits and oversees external audits. • Coordinates the development of capital and operating budgets for the city. • Directs and oversees the collection of all revenue and expenditure of all City funds and the programs and services of the Utility Service division which performs billing, collection and customer service functions for Power and Sanitation services. • Manages department staff engaged in implementing the daily activities and services of the Department’s programs. • Directs budgeting and accounting for all City departments. • Oversees the city's procurement functions. • Coordinates investment, treasury management and banking relations functions. • Works with benefits consultants, City Manager, and Human Resources Director in making renewal and budgeting decisions on benefit plans. • Prepares and closes financial records for the annual audit; oversees the annual audit; and responds to issues, findings and recommendations. • Responds to complaints, problems and issues pertaining to Department programs and services. • Performs other duties as assigned.
MINIMUM REQUIREMENTS OF POSITION
• Must possess a Bachelor’s Degree in accounting, finance or related field; supplemented by five years of progressively responsible experience managing financial programs; or equivalent combination of education, training and experience which provides the requisite knowledge, skills, and ability for the job. • Master’s degree in related field preferred. • Government Finance Officer’s certification or CPA preferred. • Knowledge of budget development and management principles and practices. • Knowledge of generally accepted accounting principles (GAAP). • Able to understand Power cost, supplies and demands. • Must possess a current, valid Georgia Driver’s License. • Must successfully pass criminal background, credit and motor vehicle checks and post drug screening.
