The Budget Director directs development, oversight and presentation of the Council's operating budget and capital program. This position is the Council's Chief Budget Officer and has an indirect leadership tie to Finance Directors for Community Development / Metropolitan Transportation Services, Environmental Services, and Metro Transit divisions for establishing budget strategy and policy, and providing long-range planning and fiscal analysis.

Minimum Qualifications: • A Bachelor's degree in Finance, Accounting, Management or related field AND eight years of finance and budget experience with five years supervising, managing or leading teams. OR A Master's degree AND six years of experience with five years leading teams. • Experience with development and monitoring of complex budgets for a large organization. • Experience with analysis and development of policies impacting multiple organizational entities (e.g. multi-division, inter-agency, etc.). • Strong verbal and written communication skills, including experience communicating professionally and effectively with a variety of audiences (e.g., leadership, stakeholders, partners and/or customers) about complex and sometimes technical topics.

Desired Qualifications: • Experience with operating and biennial budget processes in the public sector, especially those with multiple funding sources or federal funds. • Experience performing advanced budget management tasks (e.g. business recovery plans, service level agreement planning, preparation of fiscal estimates for proposed legislation, revenue projections, governmental accounting, or similar) in response to organizational needs. • Application of Generally Accepted Accounting Principles (GAAP).
