The City Manager, Marcella Marlowe, has been redesigning and re-envisioning the City of San Marino’s Executive Team. Appointed by the City Manager with the concurrence of the City Council, and reporting to the City Manager, the Finance Director will oversee all aspects of the Finance Department with a staff of four (4) full time finance employees (and two human resources staff). The Director must demonstrate strong leadership and “big picture” vision with both the finance and human resources divisions – understanding the human resources areas of focus while working more “hands on” with finance.
As an internal service department, the Finance Department is the strategic business partner of every other City department, and must understand each of their unique business needs.
The next Finance Director will lead with a clear vision, confidence, and an effective strategy, modernizing the Finance Department and taking it to the next level. Creation of financial policies, enhanced reporting processes, transparency, (oversight of fee studies), stronger influence over procurement, an improved budget preparation process, structured internal reports, formal procedures, and coaching and mentoring of Finance staff will be top priorities.
THE ORGANIZATION: Incorporated on April 12, 1913, the City operates under the Council-Manager form of government. The City has approximately 100 full-time and 80 part-time employees, distributed among seven departments: City Manager’s Office, Community Services (including Recreation and Library), Finance (including Human Resources), Fire, Parks & Public Works, Planning & Building, and Police.
