WSSC is one of the nation’s largest water and resource recovery utilities. Headquartered in Laurel, MD, we serve over 1.8 million commercial and residential customers in suburban Maryland. We are actively seeking a Sr. Manager, Revenue to oversee the activities of processing water and sewer payments, fees, deposits, permits and other charges and payments received by WSSC, establishing and implementing WSSC cash management practices and procedures, and managing property identification and classification for front foot benefit assessment and deferred house connection revenues in accordance with WSSC code.
• Administers general accounting and computer procedures and systems related to the revenue accounting functions • Develops and amends the Commission’s petty cash policy • Provides interpretation of WSSC policies and procedures to customers and Commission personnel, and resolves procedural problems • Develops procedures and methods for improving accuracy and promptness of processing and reporting transactions insuring compliance with legal, regulatory, and policy requirements • Monitors trends in revenue processing and collection techniques, and coordinates the system and unit modifications necessary to implement changes • Coordinates with banks, financial organizations, vendors, and other WSSC sections in matters concerning cash management • Concentrates funds from collection bank accounts • Reviews and analyzes bank service charges • Supervises assessments personnel engaged in property identification and classification for the purposes of establishing front foot benefit charges and ensuring compliance with legal, regulatory and policy requirements • Reviews cost analyses, special and periodic studies, reports and other financial information in support of the financial management responsibility of the Rate Stabilization and Debt Reduction team • Supervises maintenance of property assessment records and provides information to Commission officials, public and private users • Provides timely responses to internal and external auditors on revenue related inquiries • Manages the Commission’s Water Fund program contributions for disbursement to Administrator • Serves as the Commission’s expert on assessment policies and procedures; researches and provides information, clarification and interpretation on assessment matters throughout the Commission and provides solutions if problems or deficiencies exist • Conducts public hearings and resolves problems relative to the applicability of front foot benefit charges
• BS degree in Accounting, Finance, Business Administration or a related discipline • 10+ years’ experience in financial operations in the fields of accounting, budgeting or revenue • 3+ years of supervisory/management experience • 1+ years’ experience using ERP systems or other large billing systems • Thorough knowledge of cash management procedures and policies • Knowledge of bank and automated clearinghouse procedures
• Experience using Oracle ERP systems • Revenue experience in a utility or public sector environment
