SUMMARY: Under administrative direction, directs and manages the activities and operations of the Finance Department and the Customer Service Unit. Responsible for advising the City Manager and the City Council (via the City Manager) regarding municipal financial matters. Serves as a member of the City’s Manager’s senior management team.
ESSENTIAL FUNCTIONS: Directs and manages all activities, operations and services of the department, including budgeting, accounting, accounts payable, sales tax collection, revenue administration, debt administration, investments, payroll, utility billing, municipal court and the customer service unit; develops, recommends, and implements rules, regulations, policies, and procedures; advises City management and the City Council on the effective, efficient, and economical management; strategic planning and submitting reports and recommendations on a variety of issues concerning financial activities; oversees the development, preparation, and administration of the budget; acts as the City Treasurer; oversees the City’s investment portfolio; conducts monthly and year-end closings; prepares year-end audit schedules and all applicable disclosure requirements; oversee and review financial statements and reports; manages, supervises and directs the activities of assigned staff and functions; makes recommendations regarding hiring, discipline, termination or advancement of employees; schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations; remains current on issues and trends relative to the department; responds to and resolves sensitive and complex community and organizational inquiries and complaints; responsible for monitoring, reporting and maintaining reimbursement and grant records for various grant awards; reconciling grant activity City-wide and in preparation for the annual financial statement audit; responsible for coordinating and overseeing program specific monitoring reviews and audits by grantor agencies; negotiates highly complex contracts; serves as a member of the City’s senior management team; interacts with other departments and agencies to promote and coordinate activities, goals, and programs; provides financial management services for the Evans Redevelopment Authority; performs other related tasks as assigned by the City Manager.
REQUIREMENTS: Bachelor’s Degree in Accounting, Public Administration, or related field from an accredited college or university; five years of municipal financial management or closely related experience; a valid Colorado Driver’s License & insurable under the City’s policy; knowledge of generally accepted accounting principles and general ledger account reconciliation practices; knowledge of the general principles and practices of governmental accounting, budgeting, and state and local sales tax processing; knowledge of the principles and practice of investing funds; and ability to monitor departmental operations and customer service to ensure quality control, and to identify and resolve deficiencies. Equivalent combinations of education and experience may be considered.
