Employer Information: A full range of municipal services is provided by the City including public safety (police, fire protection and emergency medical services); water and wastewater services; public improvements; repair and maintenance of infrastructure; recreational and community activities; planning and zoning; and general administrative services.
The City has a home-rule Council-Manager form of government. The elected body is made up of a mayor and six City Council members. The Mayor and City Council members are all elected for staggered two-year terms. The City Manager is appointed by the City Council and is responsible for implementation of City Council policy and all day-to-day operations of the City.
Purpose: This position provides planning, direction, management, and oversight of the department which includes all functional areas of fiscal management and accounting. This is accomplished by creating effective internal financial controls, conducting financial forecasting for the City’s budget, overseeing City investments and investment reporting, overseeing annual audits, collaborating on the annual budget, supervising staff, monitoring the general ledger and preparing related reports for senior management and the City Council, overseeing the filing of all financial reporting information, and managing special projects.
Education/Certification/Licenses: Four-year degree in business, accounting or related field. Work experience in municipal environment preferred. Valid Class “C” Texas Driver’s License with acceptable driving record.
Experience: 5+ years directly related experience or equivalent combination of education, experience and training that provides the required knowledge, skills and abilities. 2+ years of progressively responsible work experience in a supervisory capacity which includes responsibility for monies, securities, bookkeeping and accounting.

*Directs staff by implementing organizational and departmental policies and procedures; interpreting and communicating work procedures and policies to staff; providing employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes; training and instructing employees in job duties or arrange for training to be provided; evaluating employees' job performance and conformance to regulations; recommending appropriate personnel action when warranted; recruiting, interviewing, and selecting employees; and reviewing and maintaining records pertaining to oversight of department. *Provides financial management by overseeing and directing the City’s budget and audit processes; creating and providing oversight on investment policies and acting as the investment officer for the City; monitoring and collaborating with Department Directors regarding their budgetary expenditures to ensure the City remains within budget; monitoring fiscal policies; tracking revenue commitments; providing reports on an ongoing basis and within established timelines; and reviewing the City’s chart of accounts. *Maintains internal financial controls for the organization by conducting periodic review of current internal controls; recommending fiscal improvements; strengthening internal control policies and procedures; and conducting related training with City departments. *Ensures all departments are in compliance with purchasing regulations and procedures by reviewing and monitoring purchases; recommending fiscal improvements and implementing changes to policies and procedures. *Supervises the Finance and Accounting, Utility Billing and Municipal Court and IT Services departments by interacting with the Department Directors, reviewing reports, assisting with the resolution of customer complaints, ensuring the safety and accuracy of revenue collections and ensuring that a high level of quality customer service is maintained in each department. *Prepares the annual budget by setting parameters for submission by departments, supervising data entry, performing surveys, analyzing data, preparing forecasts, coordinating with Department Directors as needed, reviewing and supporting the preliminary document with the City Manager and City Council and maintaining awareness of changing statutory needs as related to the budget. *The City reserves the right to require an employee in this position to work during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and/or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position. *Additional duties as assigned.

Knowledge, Skills, Abilities: *Knowledge of generally accepted accounting principles, governmental auditing standards, governmental budgeting procedures, multi-funded financing operations, investment procedures and local government purchasing procedures. *Advanced skills and knowledge in approaches and systems which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. *Ability to read and analyze literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. *Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. *Ability to effectively present information to the City Manager, Mayor, City Council, committees and public groups. *Ability to operate standard office equipment, including Windows PC using standard word processing, spreadsheet, and database software. *Ability to analyze investments maximizing safe returns; gather, compile, analyze, and evaluate a variety of data in order to make sound decisions regarding the data as it applies to providing City services. *Ability to work with and apply mathematical accurate records of official City financial business in accordance with records management statutes and procedures. *Ability to establish and maintain effective working relationships with City officials, other City employees, representatives of other government agencies, the media and the general public. *Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
