The Finance Officer will report to the City Administrator and will oversee all the activities and operations of the City’s Finance Department. The Finance Officer will bring exceptional leadership, proactive management and excellent communication skills to the organization. Duties include, but are not limited to: Maintain accounting records; provide budgetary controls; Prepare month-end closing of the books; prepare monthly financial and budget reports for department heads and the City Council; Analyze budgetary accounts; Prepare annual property tax calculation for State Auditor and Department of Revenue. Prepare the monthly sales tax analysis report. Work closely with the city administrator preparing the Annual Budget; Oversee the annual audit and preparation of CAFR, along with GFOA Certificate of Achievement application; Handle compliance with GAAP; internal audits; GFOA regulations and ordinance compliance; The ideal candidate for this position will have a combination of strong technical skills in areas of public finance as well as experience in the preparation and implementation of budget creation. Candidates must possess eight (4) years of progressively responsible supervisory and administrative experience in financial management with substantial work in accounting, budget preparation, administration, analysis, and organization-wide coordination. A Bachelor's degree in Accounting or Public Finance, or related degree with major coursework in accounting, auditing and finance is required.
