Reporting to senior administrative staff in the County Administrator's Office, the Senior Management Analyst, who will provide support to the Health and Human Service or Public Protection areas, will serve as the budget or program analyst and primary representative of the County Administrator's Office to assigned departments; advise departments and exercise central management oversight and control in areas including budget, personnel and administrative policy; perform complex, administrative, budgetary and management analysis; provide technical support and assistance to senior staff on assigned projects; and perform other related work as required.

Incumbents are expected to exercise independence in handling a variety of sensitive County matters and are expected to be knowledgeable of the operations and service delivery systems of their departmental assignments and program areas. Budget duties require ongoing oversight and monitoring to the extent that budget modification plans can be prepared. Senior Management Analysts are generally assigned responsibility for multi-faceted departments/programs and more complex budgets, may be assigned direct management of a designated program or project relating to a functional area, and may provide technical advice and lead direction to others in the completion of assignments.

Senior Management Analysts review, and at times prepare, budget submissions; after thorough analysis and development of supporting data, prepare budget and staffing recommendations for the CAO for inclusion in the County's annual proposed budget and coordinate updates for the final budget with the CAO and Auditor Controller; provide technical advice and assistance to assigned departments with budget development, fiscal management, agenda submittals, work plans, special projects, rate recovery schedules, fee updates, program development and evaluation; conduct written analysis of budget and administrative assignments using a variety of data collection techniques; review actual expenditures, expenditure patterns, and projections of departments; design and prepare computer spreadsheets of major activities; and prepare agenda items.
