What You'll Be Doing Wake County invites candidates to apply for a newly created Human Resources Business Officer position. Through strategic partnership with County leadership, the Human Resources Department provides collaborative, innovative human resource programs and services that are customer-driven and results-oriented. With 30 full-time employees and an annual operating and benefits budget of $52 million, the Human Resources Department manages a variety of services, including:

  • Benefits Administration;
  • Employee Wellness;
  • Recruitment, Classification and Compensation;
  • Employee Relations and Staff Development;
  • Payroll; and
  • HR Systems

This position will plan, direct and supervise the business, contracts, budgeting and financial operations for the Human Resources Department and Health Insurance Benefits and Wellness Budget, which includes budget preparation, business plan development, revenues and expenditure monitoring, contract development and monitoring, request for proposal development and management, vendor management and accounts payable encumbrance management, while ensuring compliance with regulations and contract provisions.

The HR Business Officer will provide short and long-term budget forecasts and budget planning. This position is also responsible for ensuring that staff have the infrastructure and resources (personnel, space, equipment, supplies, etc.) necessary to perform their jobs optimally within the available budget and County guidelines. The position works with the HR Director in the development and analysis of metrics for measuring and tracking productivity, as well as tracking the quality of department operations. This position supervises the fiscal and administrative functions of the office and provides oversight and guidance to the department Executive Assistant.

Key responsibilities

  • Prepares, directs and coordinates the annual department budget, benefits and wellness budget, and departmental business plan
  • Monitors expenditures and revenue budgets through the fiscal year ensuring expenditures do not exceed budget authority
  • Provides planning, development, coordination, and oversight of departmental contracts while ensuring compliance with County contract control policies
  • Monitors vendor performance and provides oversight of contract budgets while ensuring services provided meet contract requirements
  • Works with the County’s Benefit Consultant to forecast and budget health insurance on a plan year and fiscal year basis and develop employer and employee contribution rates
  • Conducts high-level, complex analyses and program evaluations using a variety of skills and established methodologies including statistics, data collection and management, benchmarking, survey development and focus groups
  • Researches best practices of other comparable jurisdictions to establish performance benchmarks related to HR operations

The Basics (Required Education and Experience)

  • Bachelor’s degree in Business, Public Administration, Accounting or Finance
  • Two years of experience in finance, budgeting, policy or management analysis

Beyond the Basics (Preferred Education and Experience)

  • Master's Degree in Business Administration, Public Administration, Accounting or Finance
  • Experience working in a financial/budgeting role in a centralized budget or finance office, a department/agency in a local, state or federal government
