Job Description: 

The City of Webster is accepting applications/resumes for the position of Director of Finance. This position provides leadership and direction for the operation of the City Finance Department, which includes Finance, Municipal Court and may include the Information Technology unit. This is accomplished by developing and implementing sound fiscal management policies, procedures and strategic plans. Other duties include directing and supervising the activities of department personnel, overseeing personnel matters, assisting in the preparation of the annual budget and interfacing with other city employees, citizens and public officials. This position provides direction to other employees. This is an essential services position and the incumbent will be required to provide services during emergency situations.

Minimum Qualifications:

This position requires a Bachelor’s degree in accounting, finance, public or business administration from an accredited college or university, with at least five years of related experience in municipal government. Master’s Degree preferred and CPA designation is also a plus.

Skills, Knowledge and Abilities:

This position requires knowledge in all areas of Finance/Budget administration; providing fiscal control and guidance for all financial transactions of the City while complying with all applicable local, state and federal regulations. This position oversees the following functions: purchasing, accounts payable, accounts receivable, payroll, utility billing and collection, the fixed asset records program, and Municipal Court. Oversight of the development of the City’s annual financial reports and the annual budget is also a primary responsibility of this position. Knowledge of management of an investment portfolio is required.
