Job Description: 

Performs a variety of budget, planning, analysis, research, reporting, rate model, cost of service, special projects, and accounting duties. Monitors for proper use of City funds and budgets. Provides input in development and changes to financial policies and processes and creates methods to extract information from City financial system.

Position Schedule: Monday-Friday, 8am-5pm

Examples of Essential Duties:

  • Coordinates and prepares the city operating and capital improvement project budgets and budget amendments and related documents
  • Ensure proper use of budgets, fund accounting, and compliance with laws and City policies
  • Performs budget and actual research and analysis
  • Coordinates and prepares the city financial plan for operating budgets
  • Responsible for maintaining City capital improvement project information in City financial system ensuring proper use of funds
  • Provides departments finance onboard training to educate departments on Finance policies, processes, and their role as a department
  • Reviews and provides feedback on policies and processes as well as provides feedback for new policies and processes
  • Performs various research, review, and analysis of budget and actual financials creating written reports and financial summaries including identifying concerns, provide recommendations
  • Performs various calculations and reports on fund balance, debt coverage/compliance, and other compliance requirements to ensure City policy expectations are met
  • Reviews transactions in City financial system for proper use of accounts and funds and handles necessary clean up
  • Creates complex rate models for services provided by departments to other departments or to external customers

Acceptable Experience and Training:

  • Graduation from an accredited college or university with a Bachelor's Degree in Accounting or a closely related field; and
  • Minimum 3 years related experience including budget, analysis and cost accounting with government accounting experience highly preferred; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
