Job Description

Introduction:

The Loudoun County Division of Procurement is responsible for the acquisition of all goods and services, including professional services and construction, that are required to meet the service needs of the growing population and of County Government operations.

The Procurement Division is dedicated to providing quality customer service, to ensure integrity and compliance of procurement transactions, and operational excellence. The procurement functional in the County is primarily centralized with some delegation to trained staff in departments.

Job Summary:

The award-winning Division of Procurement is seeking qualified applicants for the newly created Delegated Purchasing Program Manager position.

Under the general direction of Purchasing Agent, the Delegated Purchasing Program Manager position will manage the Delegated Purchasing Authority (DPA) program, monitor compliance of procurement transactions against established policies and laws, and assist with office operations for the Procurement Division for the County. This position will manage the County’s Procurement Card (PCard) and Contract Administration programs, including supervising staff, develops and provides training on procurement processes and procedures; and ensures related compliance for all County staff. This position supports and promotes initiatives for enterprise-wide procurement efficiency and effectiveness by developing and providing training, reviewing operational sourcing, evaluating pre-award procurement and post-award contract management activities, and performing other related activities.

  • Monitors and manages all aspects of the DPA Program. Collaborates with stakeholders across government levels to align with the mission, goals, and objectives of the Procurement Resolution, assessing departmental procurement operations, determining appropriate authority thresholds and identifying activities necessitating additional monitoring, or control, and developing and implementing corrective action plans as may be needed.
  • Plans and conducts detailed assessments to scrutinize and evaluate the procurement procedures within departments and agencies, verifying the proper and efficient use of Delegated Purchasing Authority. Ensures that agencies adhere to standards, rules, and regulations set forth by the Purchasing Agent and legislative mandates regarding ethical conduct and operational efficiency in procurement operations.
  • Determines spending patterns and appropriate action for non-compliant transactions working with the Purchasing Agent and directly with Department Directors.
  • Establishes and implements program procedures for qualifying contracts under preference or similar policies.
  • Drafts and maintains resource materials to uphold best practices; maintains procurement templates; prepares analytical reports and correspondence.
  • Manages issuance and use of PCards; oversees internal controls of separation of buying and receiving authority; conducts periodic card audits; ensures documentation is in compliance with policies; and manages non-compliant situations.
  • Identifies and mitigates risk by working with Contract Administration Specialist and departmental staff in the development of contract administration best practices; assists in the coordination contract compliance reviews; resolves compliance issues with departments; and responds to inquiries from management and elected officials.

Hiring salary is commensurate with experience.

Minimum Qualifications:

  • Requires any combination of education and/or experience to a bachelor’s degree in business or related field with courses in procurement or related subjects in addition to four (4) years of related work experience preferably with some experience in a government procurement office.
  • Certified Professional Public Buyer (CPPB), Certified Professional Purchasing Officer (CPPO), or NIGP-CPP
  • Experience managing a PCard program is strongly preferred.
