Assistant Director of Finance - Debt & Strategic Planning

Are you a forward-thinking finance professional with a passion for public service and strategic leadership? The City of Chesapeake is seeking an experienced and dynamic Assistant Director of Finance to lead our debt management and strategic financial planning efforts. This position is one of two Assistant Directors partnering with the Director and Deputy Director of Finance.

In this critical leadership role, you’ll serve under the Director of Finance and be responsible for overseeing the City’s comprehensive debt program, including general obligation, revenue, and special district bonds, as well as commercial paper, loans, and credit facilities. You’ll ensure policy compliance, guide key financial decisions, and lead the City's bond sales process in collaboration with internal teams and external partners such as bond counsel, financial advisors, and the City Attorney’s Office.

WHAT YOU'LL DO:

Lead and manage the City’s debt portfolio and strategic financial planning initiatives.

Serve as the City’s primary expert on bond sales, legal documentation, pricing, rating agency engagement, and investor presentations.

Supervise two financial professionals focused on OPEB trust administration, lease accounting (GASB 87), and subscription-based IT arrangements (GASB 96).

Act as the City’s Investment Lead—developing and implementing investment strategies, managing public funds, ensuring compliance with state and local laws, and optimizing returns.

Collaborate with internal stakeholders and external financial institutions to evaluate financial products, manage RFPs, and negotiate service contracts.
