This position announcement will be used to fill a full time permanent position in the Budget Office. This class series is being advertised as a proficiency series allowing for the filling of the position at the Budget and Management Analyst I, Budget and Management Analyst II or Budget and Management Analyst III level. The position vacancy will be filled at any level depending on the credentials of the qualified candidates. The Office of the Budget is responsible for the formulation of the budget in accordance with the procedures set out in Article VII of the County Charter, including the control of positions; research on economic trends and long-term fiscal plans; the study of the organization, methods and procedures of each office, department, board, commission, institution and agency of the County government; the submission to the Chief Administrative Officer of periodic reports on their efficiency and economy, and such other duties and functions as may be assigned by the Chief Administrative Officer or by ordinance of the County Council. The Office of the Budget is directed by the Budget Officer, who is appointed by the elected County Executive, and who reports directly to the Chief Administrative Officer. The Budget Officer is responsible, upon his own initiative or upon request, for assisting agencies in the preparation of their budgets and in improving budget execution and reducing costs. The Office of the Budget includes five full-time analytical positions including this vacancy, in addition to the Budget Officer and Secretary. All analytical positions are in the classified service (i.e., the merit system). Three incumbents include an Assistant Budget Officer, and two Senior Budget and Management Analysts. There are currently two (2) vacancies in The Office of the Budget. Both positions will be filled at the Budget and Management Analyst I/II/III level OR one at The Budget and Management Analyst I/II/III level and one at the Senior Budget and Management Analyst level.
