Job Description: 

The Capital Improvement Program (CIP) Coordinator position performs high-level technical capital budget work, and oversees the work of the Budget & Research (B&R) Capital Team. The position leads several Budget Analyst positions involved in preparing the Five-Year CIP, monitoring fund availability for capital projects, analyzing and forecasting City property taxes, and ensuring thorough and accurate budgetary reviews of City capital programs. The position coordinates oversight of the General Obligation Bond Program and advises departments regarding complex funding issues related to capital expenditures. Work involves the application of accepted professional techniques and knowledge of a variety of practices and problems relating to funding sources for capital budgets and general financial reporting. The CIP Coordinator is expected to use considerable initiative, independent judgment, and leadership when performing budget, accounting, and supervising duties. This position reports directly to the B&R Director. Currently one vacancy exists in the Budget & Research Department. This eligible list may be used by any department for any current or future vacancies over the life of the eligible list. RECRUITMENT DATES: First review of applications will occur on June 23, 2014. Appointment can be made above the minimum depending upon qualifications. JOB REQUIREMENTS: Four (4) years of professional experience in budget, finance, public administration or accounting. Must have at least one (1) year of supervising professional staff or responsibility for an agency-wide governmental capital improvement program. Bachelor’s degree in finance, accounting, statistics, business, or a related field. An equivalent combination of related experience and education may be considered. PREFEFFED QUALIFICAITONS: The job requirements listed above, plus: Master’s degree and/or Certified Public Accountant (CPA). Experience working with SAP. Experience working with Federal grants.
