Job Description: 

City of Charlottesville, Virginia (pop 43,473) Director of Finance. The historic City of Charlottesville, located at the foot of the Blue Ridge Mountains in central Virginia and home to the University of Virginia, invites applications from highly qualitied candidates to serve as the City’s next Finance Director.  The City is governed by a Mayor and four member City Council, elected for staggered four-year terms, with the City Manager serving as Chief Executive Officer. Charlottesville city government is widely recognized for its efforts to provide a high quality of life, strong school system and a diverse economy and workforce for its residents. The City of Charlottesville employs approximately 900 full-time employees with a city operating budget of $150.7 million; a school operating budget of $59.5 million. The City has an annual capital projects fund of $16.5 million and is one of the nation’s few cities under 50,000 population with an AAA Bond Rating. Minimum requirements for the position include a bachelor’s degree from an accredited college or university with major course work in business, accounting, finance, economics, public administration or related field. A master’s degree in Public or Business Administration is preferred with strong experience in local government finance with designation as a CPA desirable. A minimum of ten (10) years of progressively responsible local, state, federal government or private sector experience in accounting, finance or budgeting is also preferred with prior experience which includes involvement in day-to-day accounting functions, development and monitoring of governmental or corporate budgets, knowledge of investment practice and monitoring of investment fund performance, issuance of debt, debt management, risk management, development and oversight of financial policies, practices and development of long-range financial forecasts, purchasing and real estate assessment oversight. Strong leadership skills in building a team oriented environment including supervisory experience, experience in the successful use of technology to enhance financial performance and experience in a high level of concise, accurate communication with elected City and appointed officials and staff are imperative. Expertise in financial reporting is expected, with a good understanding of the CAFR preparation process. Experience in serving as a prime spokesperson on business and financial matters, especially working with bond agencies is expected. Prior Departmental Director experience is desirable. The starting salary range is $115,000 to $145,000 dependent on the education and experience level of the candidate.
